The following resources can help you generate customized, comprehensive action plans for how to implement the E-W Framework’s recommendations in your state, locality, organization, or community. These resources are grouped by organizational level— state-focused support and local- or community-level support.

State-focused action planning resources

  • Data Labs Playbook. Developed in partnership between Georgetown University’s Beeck Center for Social Impact + Innovation and the National Governors Association, this resource is a practical guide for public servants who want to launch a data-informed project in their state. Each section offers best practices, key questions, and tools and templates to help advance any new or existing data project.
  • Build Your Roadmap – P20W+. Developed by WestEd, this questionnaire is designed to generate a personalized roadmap to support the development of state longitudinal data systems. By answering questions about your current work, it will generate a list of recommended next steps, tips, conversations, documents, and policies.

Local- and community-focused action planning resources

  • Boosting Upward Mobility: A Planning Guide for Local Action. Developed by the Urban Institute, this report aims to support members of local government who want to increase upward mobility in their community. The guide helps you gather insights about mobility in your community and build a cross-sector team to plan, advocate for, and implement systems changes focused on promoting upward mobility and creating more equitable results.
  • Economic Mobility Catalog. Developed by Results for America, this resource can support local leaders in improving economic mobility for their residents by identifying and implementing evidence-based strategies. The catalog contains summaries of more than 50 high-level strategies and over 200 specific practices and programs that have demonstrated positive results in rigorous evaluations. Each of the catalog’s strategies is mapped to relevant E-W Framework indicators!
